Background

Like many other developed countries, you can find a huge variety of cosmetic products in Hong Kong. Despite its small manufacturing sector, Hong Kong has seen rapid growth in cosmetic industry in recent years: increasing domestic export and re-export trades, further Mainland market liberalization exclusively for Hong Kong following the Closer Economic Partnership Arrangement (CEPA), the tariff rate applied to non-Hong Kong made cosmetic products, altogether form a concrete platform for the territory to stage its competitive edge in cosmetic business.

In this special region, most cosmetic companies are traders who act as agents of foreign brands and sell in the region, particularly in the Mainland China. The unrivalled position of Hong Kong as a place to invest with a low and simple taxation, well-established intellectual property protection law as well as the absence of trade barriers, creates a good business environment for cosmetic merchandise.

In spite of the outstanding soft and hard infrastructure for scientific and technological excellence, Hong Kong has limited expertise and professional technical support for the cosmetic industry. The increasing demand in this particular aspect explains the establishment of the Hong Kong Cosmetic Technical Resources Centre (HKCTR), which is jointly founded by CMA Testing and Certification Laboratories (CMA Testing) and International Cosmetics (Asia Pacific) Joint Development Centre. HKCTR's mission is to enhance continuing development and competitiveness of the Hong Kong cosmetic industry by pooling of expert technical resources from all over the world.

Hong Kong Cosmetic Technical Resources Centre (HKCTR) is a joint-venture established by CMA Testing and Certification Laboratories (CMA Testing) and International Cosmetic (Asia Pacific) Joint Development Centre (ICJDC) in 2006.

HKCTR is a distinctive and unique platform with a group of expertise from various authoritative entities covering technical support, quality control, professional training, product development, production technology, market trend, regulations and license application for cosmetic industry.
